Continuing to the last post of arranging a meeting regards to recent FIR and Show Cause notices to AIM members for non registered products, our President has called a meeting to discuss the issue and finalise way forward on 15th November,2018 at 11.30 am at Pune.

AIM GC Committee and technically sound members will be present for this meeting.

AIM invites all the affected members as well as any member willing to attend and give suggestions in this regards.

Please enrol your name till 13th November before 5 pm so that we can arrange the suitable venue.

AIM UPDATE :
AIM UPDATE : 16.10.2018

Today AIM President Mr. Rajkumar Dhurgude along with Vice Presidents R. Agarwal and Chandan Shah and  Secretary Sameer Pathare met the Agriculture Commissioner. 

The point of discussion  was recent FIRs and sampling of non registered products. AIM Committee successfully convinced the Commissioner about not involving Police dept in such cases. AIM explained about harassment and terror in Agro industry due to such instances . The Commissioner agreed to stop the FIRs  only on the basis that the case is genuine. 

The Commissioner also welcomed AIM ‘s proposal of coming forward and help department to lay down some guidelines for non registered products. 

AIM will soon present a proposal for his perusal. The meeting went off well and there was good discussion on various other points as well as the Commissioner gave us sufficient time for this meeting in spite of his busy schedule.

AIM UPDATE :
Important decisions taken in 1st GC meeting of 2018-2021 on 13th August,2018

Dear Members,
Please note the following unanimously taken important decisions by the GC Committee -
1. To urgently update the member data and confirm changes from individual member by e-mail
2. To increase life membership fees FOR NEW MEMBERSHIP to Rs- 35,000/- and Annual membership to Rs-10,000/- The entrance fee will remain Rs- 5000/- only. This change will come in effect from immediate effect. This is valid for all new memberships only.
3. New membership criteria -
    a) With membership form it’s mandatory to provide UDYOG AADHAR / PERMANENT SSI certificate , PAN CARD and GST registration certificate (no membership without above documents)
    b) New membership will be discussed and confirmed by GC Committee
4. It was decided to monitor irrelevant AIM Whatsapp group posts from members. It was also decided to delete the phone number of such member from the group after two such incidents after warning.
5. Possibility of launching of AIM’ own Laboratory for members was discussed.
6. It was decided to send hard copies of LAB INSTALLATION EQUIPMENT AND REAGENTS as well as ANALYSIS METHODS
7. It was decided to send a legal notice to the directors of Bio Care India Pvt Ltd, Nagpur owing to misconduct and misbehavior of their Manager Mr. Ajay P.Gampawar with the AIM election officer on the issue of ruling out of their election nomination form by the officer.
8.In order to expand the activities of association and to increase district wise reach and membership, following GC members were given district wise responsibilities and to make sub committee involving active members of districts -

a) Mr.Rajiv Chaudhary - Vidharbh and Jalgaon
b) Mr. Anil Haval - Kolhapur , Konkan and Satara
c) Mr. Prashant Shinde- Pune, Solapur, Satara, Ahemadnagar
d) Mr. Prakash Autade - Sangli,Usmanabad, Aurangabad and Latur
e) Mr. Pradip Kothawade and Sameer Pathare - Nashik

9. Issue of use of AIM Whatapp platform and creating similar name group by some members was discussed and it was decided to warn such members to refrain themselves from doing so. A letter will be send shortly in this regards.

10. Vice Presidents were given special role for betterment of members and expansion of association activities as follows -

- The PMB 2017
With inputs from members, AIM will send the submission to the Joint Secretary ( Plant Protection ) about non inclusion of PGP products and to  exempt or take separate registration stand for herbal pesticides. 

- Recent QC circular regards to Lable claim 
It was decided to observe 100% constitution of contents on Lable and prove them if any such situation occurs. 

- GR stay order and steps to be taken for future 
Post stay sale permission strategy will be decided during next AGM or before if such situation arises.

The 7 th AGM of Agro Inputs Mfg Association Of India was held at Hotel Sheraton Grand , Pune on 02-08-2017

The meeting was attended by well over 130 members from Maharashtra and other states . The meeting was presided over by President Shri Rajkumar Dhurgude Patil .
In the opening speech , GC Committee member Mr. Milind Barve  briefly informed members about previous year's achievements and also need to take on different activities like Toxicology studies etc . 
Secretary Shri Sameer Pathare took overview of the tasks done in last year and also informed members about future plans of association. He informed that consecutive 3 rd year field trials of Common Products will be completed in this season positively . He informed members that  Toxicology tests for 10 common products are underway and will be completed in next 4-6 months .He appealed all members to contribute for good causes of  field data trials and toxicology study . He also informed members about website advertisement proposal and also bio product advertisement through AIM association on television media . 
A detailed presentation on GST product classification related to agro industry was given by AIM committee. Below are the guidelines and suggestions of the association which every member must verify at their own end before implementing them -

Treasurer Shri Sarjerao Shisode successfully presented the budget for year 2016-17 which was unanimously approved by members . He also presented the provisional budget for 2017-18 . Members unanimously approved change over of existing banking transactions of association from Bank Of Maharashtra to State Bank Of India or any other nationalised bank.  
Dr. Ranjit Bhide , CEO of Indian Institute of Toxicology , Pune gave detailed presentation about Toxicology studies of 10 AIM products , their importance and also how they are carried out in his well equipped laboratory . 
In post lunch session , AIM felicitated Dr. Ramnath Jagtap for his achievement in Organic farming and production . He was awarded internationally  for excellence in above field by Global Science Congress in Kathmandu, Nepal . AIM also felicitated Mr. Shivajirao Thorat for his out standing contribution in development and spread of SILICA based products in the country . AIM also felicitated President Mr. Rajkumar Dhurgude for getting PUNE ICON award of 2017 . 
In his presidential speech , President Shri Rajkumar Dhurgude Patil assured members that AIM will always back true PGP products and he will see that PGP products continue to sale smoothly in the state .  He also informed members that AIM is truly taking all India stature as many other state members are willing to join association and also many PGP associations are interested to work with AIM . He also took review about GST implemented in country from 01-07-2017 . He said although it is  tough for our agro industry to cope up with GST systems , he appealed all members to follow the system to their long term advantages . He also appealed to members to contribute in various schemes of association and also upgrade themselves with proper infrastructure to do good business in future .
An interactive session on GST and other topics was held in which GC Committee members satisfactorily cleared member's many  doubts related to above issues .
Shri Chandan Shah  , Vice President  , delivered concluding speech and vote of thanks with an appeal to cooperate with AIM wholeheartedly and support AIM committee member's efforts for betterment of agro industry .

Dear Members ,
You are well aware about implementation of GST from 01-07-2017 in India . GST rate structure is already rolled out and Agro industry was surprised to see higher GST rate of 18% on branded Organic / Natural / Herbal growth promoters . There was also hope that GST on fertiliser will be reduced then prevailing taxes .
In order to convey these industry sentiments , AIM had already submitted letter to FInance Minister Mr. Arun Jaitley on 31/05/2017 through Confederation Of All India Treders Industry Secretary Mr. Pravin Khandelwal .
Just recently , after much hard work , AIM also got the direct contact details of Mr. Jaitley and also key members of his think tank Mr. Hasmukh Adhia (Revenue Secretary,Ministry of Finance)and also Union Agriculture Minister and Union State Agriculture minister Mr. Radhamohansinghji and Mr. Parshottam Rupalaji respectively .

AIM is pleased to inform members that AIM has decided to carry on toxicity studies for 10 bio/herbal products from the list of 15 selected products by GC committee. The nutrient based products are not considered right now. The ACUTE ORAL TOXICITY STUDIES (also called as SIX PACK) of these products will be conducted at a reputed OECD GLP Laboratory from Pune.
The Acute Oral Toxicity Studies are basic requirmment of toxicity studies. Members will obtain valuable information about toxic nature of bio- products with respect to oral, dermal, inhalation, skin irritation, eye irritation and skin sensitization. These studies are also as per basic guidelines issued by the CIB, Faridabad required for registration of new chemical compound in India.
In order to give further details and to dicuss this important mater, a special meeting is called by AIM President Mr. Rajkumar Dhurgude Patil on 29-04-2017(Saturday) at Hotel SHERTON GRAND, RBM Road, Pune Station, Pune (Hotel Le Meridien) Meeting will start at sharp 11 am followed by lunch and will conclude at 4.30pm.
During this meeting AIM is also arranging some useful seminars of short duration related to business activities for the members.

Minutes of the special general meeting held on 29.04.2017 at Pune to discuss TOXICOLOGY STUDIES for 10 products 
  1. Meeting was attended by around 80 members 
  2. In the first session a motivational talk by Mrs. Ratnali Mundada was arranged for members. The talk was very effective and appreciated by all members .
  3. In the post lunch session, AIM Secretary Mr. Sameer Pathare explained different aspects of Toxicology study in detail. The six pack analysis of 10 products was proposed in recognised GLP lab from Pune . The benefits and advantages of the study were brought to the notice of members. It was proposed to members that AIM should carry out these studies as pool data by contribution from members . It was also decided not to use the corpus fund available with association for this cause . 
  The total contribution required for these study for 10 product is 40,25,000/- 
  AIM has formulated Toxicology Study Scheme contribution for members as follows :
  1. Those who have  already paid for Field Trial Data  - Rs 50,000/- 
  2. A life member not contributed in (1 ) - Rs 1 Lakh
  3. A life member wishing to contribute in both schemes - Rs 1,25000/- ( Immediate payment ) + 50,000/- 
  4. New Member contribution for both schemes - 25,000/- ( Life Membership) + 1,25,000/- + 50,000/- 
  ( Please note that for Field Trial Data scheme current contribution amount is 1,50,000/- ) 
  4. Concluding speech was delivered by the President Mr. Rajkumar Dhurgude Patil during which  all the members unanimously gave their consent to start toxicology studies . All members also confirm the contribution scheme.
  5. It was decided to raise the contribution in the month of May 2017 in two instalments of Rs 25,000/- each on 15 th and 31 st May 2017 . It was also decided to increase the contribution amount to Rs 75000/- after 1-6-2017   6. Mr. Milind Barve conducted the day long meeting and Mr. S . V . Shisode gave vote of thanks.

Dear Members ,

We are pleased to inform you about recent development for betterment of farmers . 
Ministry  of Agriculture ( Policy Division ) had called a meeting on 14.03.2017 at New Delhi in the context of DOUBLING OF FARMERS'S INCOME BY 2022 . As we all are well aware , this is the dream of our Prime Minister Mr. Narendra Modi . AIM association was also invited to participate in the meeting and share views to help government to make policy which will benefit farmers and increase their income . The inputs from various sectors will be used to  formulate a strategy which will achieve this important goal . 
AIM was represented by our President Mr. Rajkumar Dhurgude and Treasurer Mr. S. V. Shisode who made effective presentation in front of many prominent members of ministry of Agriculture as well as different association representatives like FAI and others . The presentation covered AIM 'S contributions in promotion  of Herbal - Bio products by bringing manufacturers under one roof .

 

AIM also explained advantages of herbal - bio products over chemical - pesticide products . The presentation generated huge interest mainly about nature of our different products . AIM also suggested different ways  to increase farmer's income e.g. by diversion of surplus production to food processing units , establishment of centres to guide farmers  for obtaining quality produce for export and need of effective distribution system so that farmers will get good rates for their produce . 
We sincerely hope that positive prospects will emerge out soon for farmers and members of AIM . 
The meeting was presided over by Mr. Ashok Dalwai (IAS ) , Additional  Secretary ,Government of India , Dept of Agriculture.

Dear Members ,
As you are well aware that Budget for 2017-18 was presented by FM on 1st February 2017 .
Although there is no major change related to Excise Duty on agriculture products , there is some mention related to Chapter 31 . Due to this there is some concern about exact interpretation of new notification no 06/2017 published by the Govt. of India in the current budget . The notification 06/2017 says - against serial number 128, for the entry in column (2), the entry “31 (except 3101)” shall be substituted; This change to be amended in old notification No. 12/2012 .

" Goods falling under heading 3101 of the Central Excise Tariff attract Nil Central Excise duty by tariff.

Notification No.12/2012-Central Excise dated 17.03.2012 [S.No.128, which prescribed a concessional excise duty of 1% subject to certain conditions] is being amended so as to exclude goods falling under heading 3101 from the purview of the said entry.

Notification No. 12/2012- Central Excise, dated 17th March, 2012 as amended by notification No.6/2017-Central Excise dated the 2nd February, 2017 [S. No. 128] refers "
Meaning of above text is that since chapter 3101 attracts NIL excise duty by Tariff itself , it is specially mentioned in new notification No. 06/2017 to exclude sub chapter 3101 and continue to levy 1% excise duty ( under certain conditions such as no MODVAT credit ) or 6% with MODVAT credit to other headings from 3102 to 3105 . This further also means that goods falling under chapter 3101 will attract NIL excise duty . Chapter 3102 , 3103 , 3104 and 3105 will continue to attract same excise duty as per old notification 12/ 2012 ( 1% or 6% ) 

Now since this clarification is done in this budget , Excise department may ask you to pay 1% excise duty for all earlier clearance done by NIL duty till 01.02.2017 . But since goods falling under heading 3101 attract NIL Central Excise duty by tariff , one need not pay this tax and should consult Tax Consultant immediately . On the other hand by insertion of words ' excluding 3101 ' the Finance Department has tried to clear the ambiguity related to exact taxation of goods falling under heading 3101 of Central Excise .

Hope this is clear to everyone . In case of any doubt you can call the undersigned or consult your tax consultant for verification of above explanation .

AIM is pleased to inform members  that  AIM has decided to carry on toxicity studies for 10 bio / herbal products from the list of 15 selected products by GC committee . The nutrient based products are not considered right now .

Minutes of 6th AGM held on 23.07.2016

The 6th AGM of Agro Inputs Mfg Association Of India was held at Hotel Le Meridian , Pune on 23.07.2016.

The meeting was attended by well over 125 members from Maharashtra and other states . The meeting was presided over by President Shri Rajkumar Dhurgude Patil .

In the opening speech , Vice President Dr. S. Shirpewar briefly informed members about previous year's achievements .

Secretary Shri Sameer Pathare took overview of the tasks done in last year and also informed members about future plans of association. He informed that consecutive 3 rd year field trials of Common Products are underway indifferent agricultural universities in Maharashtra and that if required Toxicology tests can also be carried out in future . He appealed members to install laboratory for the testing of PGP products .

Treasurer Shri Sarjerao Shisode successfully presented the budget for year 2015-16 which was unanimously approved by members . He also presented the provisional budget for 2016-17 .

In his presidential speech , President Shri Rajkumar Dhurgude Patil assured members that AIM will always back true PGP products and he will see that PGP products continue to sale smoothly in the state . He also assured AIM's intervention in restructuring of grades of Secondary nutrient mixture . The present grade is difficult to formulate owing to high percentage of Magnesium . He also informed members that AIM is truly taking all India stature as many out of state PGP associations are interested to work with AIM .

AIM felicitated Shri Vaibhav Kashikar , Shri Sameer Pathare and Shri Ravindra Agarwal for their recent appointment as President , Secretary and Treasurer of Indian Micro- fertilizers Manufacturers Association ( IMMA ) , Pune . AIM also felicitated Shri Manohar Shete for his excellent contribution in the field of Organic Certification and manufacture as well as export of organic products in 13 countries in the world.

After post lunch session , informative session regarding GST and Excise Tax was organised for members which provided vital information to members . This was followed by interactive session between GC committee and members .

Shri Milind Barve , GC member , concluded the meeting with vote of thanks .

GR meeting dated 21-04-2016

Dear Members ,

GR meeting was called by the Hon Commissioner to discuss course of action post Mumbai High Court's recent order on GR dated 16-8-2010 .

The commissioner said that since the high court have not stayed the GR (Govt is instructed not to take coercive action against petitioner), the department will continue to issue sale permission to manufactures who will approach them voluntarily .

The process of sale permission hence is continued . AIM requested him to issue sale permission for their members to which the commissioner was positive and said that it is possible after completion of trials and authentication on chemical analysis methods .

Dear All ,

AIM would like to update you on following two important issues that AIM is working on -

EXCISE DUTY CLASSIFICATION -

As you are aware , recently Excise department is trying to cover bio products under excise duty by visiting many factories . Many nutrient products such as sea weed extract , protein hydrolysate and humic acid etc are classified as PGR and they are demanding 12.5% duty ( against 1% on fertilisers )

In order to solve this issue , AIM President Mr. Rajkumar Dhurgude Patil and Secretary Mr. Sameer Pathare along with member representatives Mr. Vivek Kapadnis , Nashik and Mr. Jain , Malkapur had a very successful meeting with Commissioner ( Cx ) , CBEC , Ministry of Finance , at New Delhi on 8 th February 2016 .
The meeting lasted for nearly 20 minutes . The Commissioner was of the fixed opinion thatall PGRs should be classified under Chapter 3808 and12.5 % excise duty must be paid . But AIM Secretary Mr. Sameer Pathare was successful in differentiating natural plant / animal extract growth promoting products from PGR and convinced the Commissioner that they fall under Chapter heading3101 . The Commissioner himself cross checked the fact and then promised that the department
will soon classify said products as natural plant growth promoters .The Commisioner was satisfied about AIM's submission of classifying said nutrients as fertilisers and not as PGR . He promised to look in to matter and issue directives to classify the said products in Chapter 3101 ( instead of chapter 3808 )

Prior to above meeting , AIM delegation also meet Director ( Cx-I ) and discussed the issue at length . The Director then took AIM delegation to the Commissioner .

This meeting was arranged by Mr. Kapadnis through his contact in ministry and we are thankful to him for his efforts and also for sparing his valuable time for association's cause.

Registration of BIO- PESTICIDES under section 9(4) of the Insecticide Act 1968 on " Me Too ' basis-

Bio- pesticides are presently registered in section 9(3) of Insecticide act . For their registration in this section , manufacturer requires Rs -5-6 Lakh in every two years per product . These pesticides are now in demand due to its biological nature and more and more farmers are using them . If these bio- pesticides are registered in section 9(4) , then per product cost will come down to few thousands only . AIM is trying to do achieve this big task .

In order to help farmers to use and make more availability of biological pesticides and reduce chemical pesticides , AIM is trying to get permission from CIB to manufacture bio-pesticides under section 9(4) registration .

AIM President Mr. Rajkumar Dhurgude Patil and Secretary Mr. Sameer Pathare attended the hearing in this regards against appeal made by AIM in front of Joint Secretary - Plant Protection, The Ministry of Agriculture , Krushi Bhavan , New Delhi on 9 th February 2016 .

AIM has been asked to give furtherpresentation on Efficacy and Safety of bio- pesticide formulations in order to be manufactured under section 9(4) in next hearing after a months time

If AIM is successful in satisfying queries of JS -PP in next hearing , the said bio pesticides will be open for all on " Me Too " basis to manufacture after due registration as per Insecticide Act .

IMPORTANT NOTE -

AIM hereby appeal all members to send return mail of confirmation if you wish to actively participate in one / both above causes .

Interested members who are likely to be affected by Excise department and those who wish to manufacture Bio - pesticides should show willingness to join hands with AIM in this important mission .If we make strong representation with more manufacturers demanding 9(4) registration , then we have good chance to get this verdict in our favour . Hence we at AIM request you all to enroll for this cause.

Dear Members ,

As decided in recently conducted special meeting, AIM delegation again meet Hon Commissioner on 28.12.2015.

Hon Commissioner once again assured that the sale of non registered products will not be stopped. He informed that he had categorically informed Sangli and Nashik ADOs when AIM delegation had last meet him. He assured that he will again look in to matter if situation is still the same.

He also stressed that samples of suspicious bio pesticides and other products will continued to be drawn.

AIM delegation also requested Hon Commissioner to grant sale permission to AIM members in coming season.

Minutes of Special General Meeting held on 12.12.2015 at Pune

Special meeting called by AIM association was attended by more than 150 members .

The agenda was " restriction on sale of non registered plant growth and protection products by Maharashtra Agriculture Department "

In this meeting AIM cleared its stand on above issue and informed members about immediate actions to be taken by AIM to settle and resolve the issue .

Mr. Shailesh Deodhar , consultant and expert in Regulatory affairs pertaining to Insecticide Act and FCO was also invited to deliver vital information about registration process of both the acts .

Following important points were discussed -

1. Mr. Chandan Shah , Vice President welcomed guests and inform them about recent issue and AIM 's steps to solve them and appeal them to think positively and adapt to changing times . He stressed the need to become more practical and have clinical approach towards manufacturing and knowledge of products .

2. Mr. Sameer Pathare , Secretary reviewed the work done by AIM from 2010 till present day in very elaborated fashion . He brought to members notice that quality and Lable claim will be the key factors in future for manufacture and sale . He also appealed to install own laboratory in factory .He also stressed need to look in to other special products manufactured by members and maintain Lable claim as well as to start field trials .

3. Mr. Rajkumar Dhurgude Patil , President ensured members that AIM will back members for manufacture and sale of 15 common products in which AIM is taking lot of efforts along with government's GC Committee .

He also indicated correspondence with some agriculture officers in context with recent issue of non registered products through AIM . He also stressed need to interact with dealers through district wise associations .

He assured meeting with Hon Commissioner again in last week of December and briefing him about incidents in recent past with written letters provided by the members .

Mr. Sarjerao Shisode , Treasurer thanked the members for there esteemed presence and declared the end of meeting .

AIM Meeting with Hon. Commissioner

Dear All,

AIM team had meeting with Hon.Commissioner under leadership of our President Mr. Rajkumar Dhurgude Patil. The Meeting was very fruitful in which the commissioner has assured that sale of all non registered product will not be stopped. AIM particularly briefed him about such stop sale orders given by Nashik & Sangli ADOs & consequent harassment to our members. He has particularly noted the same. Sampling of only herbal / bio pesticides will directives in all districts.

The Commissioner also assured quick action on pending sale permission for AIM members for 15 common products of which trials are going on for second year.

Also enclosed the letter submitted to the Commissioner.

Minutes of GR Sub- committee Meeting 29.09.2015

Dear All Members ,

You are well aware that AIM is a part of sub-committee formed by the Hon Commissioner for taking the sale permission matter ahead.

This was the 3rd meeting of sub-committee held on 29.09.2015 at Pune.

It is quite evident that the sale permission process has been well streamlined and next step forward has been taken by calling companies for presentation . AIM hereby appeal to members to apply for sale permission of their SPECIAL PRODUCTS if any , which has full compliance for sale permission as per GR norms.

Following are the important points to be noted -

1) Six companies which has 100% compliance of sale permission norms as per GR , were called upon to give presentation of their products out of which four companies presented their products in front of sub-committee.

2) Sub-committee suggested changes in label claim , chemical analysis etc to the companies and were asked to comply further requirements of sub-committee .

3) AIM confirmed to sub-committee members about arrangement of training session to government lab officials in next 15 days for analysis of 15 COMMON products .

4) AIM suggested sub-committee to give provisional sale permission to AIM members contributing to TRIAL DATA SCHEME after completion of second year trial data and confirmation of analysis methods of 15 common products.

AIM Elections for year 2015 -2018

Please note below -
The Governing council has resolved unanimously in the meeting dated 4/07/2015 as under:-
The Governing council has received 9 nomination forms for contesting election of Governing Council for duration 2015 – 2018. Therefore Governing council has decided toconstituteGoverning Council of 9 membersfor duration 2015 - 2018.
As per the clause no. 6 of Rules and Regulations of the Association,the Governing Council shallconsistminimum 7 and maximum 11 members.
Till last date of receiving election nomination forms ie 30/06/2015 , the Governing Council has received 9 nomination forms and said nomination forms were scrutinized byGoverningcouncil . There were no lacunas in any of the nomination forms received . Moreover no other member apart from said 9 members have filed nomination forms. Hence there is nonecessity to held election of Governing Council for duration 2015 – 2018.
We are very pleased to inform you that following members are unanimously elected on Governing Council for duration 2015 – 2018.
The new GC committee for 2015- 2018 will consists of all 7 old GC committee members along with 2 new members . New GC committee will elect office bearers among themselves at their meeting on 18.07.205 at 10 am , prior to start of AGM .

GR Committee Meeting Minutes - 23.02.2015

Dear Members ,

Note that in GR Committee meeting held on 23.02.2015 it was decided to take information from
manufacturers about their products which are different from 15 COMMON products already
identified by the GC Committee . These can be termed as SPECIAL products .

Hence you are urgently instructed to mail the product list on EXCEL sheet with following details
within 3 days -

Name of Product ( Brand Name ) / Active Ingredients with 100% composition .

AIM will submit the list to officials in next meeting . Please treat this as most urgent matter and act

In the last GR meeting, following important decisions taken -
1. GC Committee accepted AIM's Method of Analysis document and Lab / mfg plant setting requirements and has handed over to related experts for final checking . The issue will be finalised in next meeting .
2. AIM brought to GC Committe notice about the SPECIAL products of members and also genuine bio pesticides. It was decided to get such product listed from members and kept for discussion in next meeting.

 9th GR Committee Meeting

Dear All ,
The 9th GR Committee meeting was conducted on 12th January 2015 under the Presidentship of new Agriculture Commissioner Mr. Vikas Deshmukh .

President Mr. Rajkumar Dhurgude Patil and Secretary Mr. Sameer Pathare represented AIM in this important meeting .

The meeting has brought some hope for regularisation of sale permission process of bio products due to positive approach taken by the commissioner and top agriculture officers .

The overall atmosphere was positive and the commissioner appealed for joint efforts and co- operation to stream line various sale permission processes from agriculture department , agriculture university scientists and AIM and other associations which are part of GR committee .

During the meeting which lasted for nearly more than an hour , AIM's work in agriculture university field trial data of various COMMON products , laboratory set up for members and chemical analysis of COMMON products got pointed out and highlighted as no one else has contributed for this cause the way AIM has . AIM elaborated one by one all the tasks carried out to the committee in detail . The Commissioner was impressed by the efforts put in by AIM in all above matters .

As per Mr. Deshmukh , new ACT governing bio products must be formed by the state government if 100% control is sought . This way Department can take corrosive action against miscreants . State government is also thinking of possibility of inclusion of these products in existing acts such as FCO or Insecticide Act . The same was done successfully in case of secondary nutrients under state's own capacity .

The commissioner also emphasized self policing by manufacturers in observing quality of products by maintaining correct percentage of various contents mentioned on labels . He also emphasised on 100% contents on each lable .

AIM also highlighted TRUTHFUL label concept which automatically supports moral responsibility on part of manufacturers to provide contents mentioned on Lable to farmers .

Director of Agriculture Mr. Deshmukh brought in idea of AIM's ' seal ' on labels of COMMON products which AIM upheld instantly . This will give recognition to AIM 's good and honest work from past 3 years .

There was also discussion on LAB TIE UP for manufacturers who can't afford to set up laboratory by themselves for initial 1-2 years .

It was decided to conduct university field trials for min 3 years for every product . This is a regular practice in any efficacy evaluation program .

There was also discussion to introduce a O FORM like document for COMMON products which will be issued to dealers by manufacturers after he gets sale permission .

After the meeting Director of Laboratories Mr. Tekade asked Mr. Sameer Pathare , Sec AIM to handover the various testing methods to the agriculture department for evaluation and then provide them to various laboratories across Maharashtra for bio product testing .

To discuss other important issues in detail , CQC Mr. Zende called AIM representatives in his chamber for a short meeting and informed about plans of formation of WORK GROUP involving AIM as one of the key member .

The meeting was a good step forward in sale permission issue and AIM awaits for further proposed meeting of WORK GROUP .

AIM Meet Commisioner Of Agriculture

Dear Members ,

As discussed in our AGM on 19 th July 2014 regards to notice issued by Nanded ADO against sale of non registered PGRs , AIM GC delegation meet the Commissioner of Agriculture yesterday in Pune . The Commissioner of Agriculture was not aware of such notice and informed that such directives were not issued by him . He also promised to study the matter and inform us in few days time .

Attached herewith please find the letter .

We hereby request you to take printout of this letter and send it to your dealers informing that the your association has taken up this matter to the Commissioner . We also instruct to inform all the dealers to print separate bill book for sale of all the goods other than Seeds , Pesticides and Fertilizers .
This will also help in solving this issue .

We will inform the developments soon as we get feed back from central building .

UPDATE:Trial Data conduction for last set of COMMON PRODUCTS started at Rahuri Agriculture University through AIM

Dear Members,
We are pleased to inform you that AIM has been successful in initiating field trials of all the authorized (by GC Committee) COMMON PRODUCTS at different agriculture universities in Maharashtra . The last set of product trials were recently started at Rahuri .
The products being -
1. Calcium Chelate(9%)
2. Copper Chelate(12%)
3. Ferrous Chelate(6%)
4. Manganese Chelate(12%)
5. Magnesium Chelate(6%)
6.Potassium Monosilicate(50%)
AIM G C members had visited Rahuri agriculture university on 08.01.2013 and had requested Director of Research for said trials . In response after many follow ups by AIM on 14.10.2013 , the university decided to take on the trials .
Recently on 16.12.2013, field trials of Magnesium Chelate(6%) have been started .
Field trials of other 5 products will soon be conducted after intimation from the university.
This is for your information.
The above task was impossible without your active support and we at AIM thank you for the same. We also appeal all life members to contribute to this trial data fund so that we can carry more trials in KHARIP 2014 on different crops .

MINUTES OF 3RD  ANNUAL GENERAL MEETING OF AIMS HELD ON 13.07.2013 AT PUNE

The third  Annual General  Meeting of  Agro Inputs Mfg Association Of India ( AIM ) was conducted in Pune at Hotel Utsav on 13.07.2013 . The meeting was attended by almost 125 members .

The meeting was presided by AIM ‘s  Hon President Mr. Rajkumar Dhurgude Patil in presence of  Hon Secretary Mr. Sameer Pathare , Hon Treasurer Mr. S. Shisode , Hon Vice Presidents Dr. S. Shirpewar , Mr. Chandan Shah and Hon Joint Secretary Mr. Vaibhav Kashikar .

The Vice President Dr. S. Shirpewar  delivered opening speech and introduced all GC members to the members by his unique style . He urged all the members to be united and participate in TRAIL DATA SCHEME . He also promised that AIM will always stand besides good entrepreneurs .

The Hon Secretary Mr. Sameer Pathare delivered informative speech elaborating  efforts put in by AIM in last three years  in construction of this association and also related to the issue of sale permission , common product finalization and  various meetings with govt officials to speed up the process .  He took an overall review of the ongoing and  AIM’s unique SPONSORSHIP scheme for trial data conduction in different agriculture Universities for field trial data .  He informed that six trials of three different products are already underway in Agriculture university in Parbhani . He also stressed the members to take the trials of their own special products through university so that they will be well equipped with any govt challenge in next couple of years. He also stressed for member’s own laboratory in their plant for proper quality check.

Hon Vice president Mr. Chandan Shah spoke on very interesting topic of self development and quality time management . His speech was very different ,not related to business but was about self development . He conducted some interesting exercises for the members which were very much liked and appreciated by all members.   

In his very impressive  Presidential speech , Hon President Mr. Rajkumar Dhurgude Patil  appealed to all members to contribute whole heartedly  as SPONSERERS in AIM’s scheme for field trial data . He reveled AIM’s plans to submit the list of members contributing to Trial Data Scheme to Central Building if such situation arises and seek special time extension for them.  

He ensured that the fund will be utilized in very systematic manner to get this vital data for all members . He strongly advocated the transparency by which AIM is functioning and also praised the efforts of all the GC members.   He warned members about not being very idle about Sale Permission  issue as government may take stern steps very soon . He also announced  that AIM is thinking of establishing it’s own Laboratory soon and informed the members that AIM will help members to establish their own laboratory for these products by providing necessary information to members.

The Hon Treasurer Mr. S. Shisode put up the  AUDIT REPORT for the year 2012-13  for members approval and  information . The  report was passed by majority by all members. He then  explained in details about the  Expenditure  Budget  for year 2015-16.  The same was also approved by all members unanimously .

After that  lunch break was taken and in second session , all the Governing council members  answered many questions posted in writing by members on technical as well as informative grounds. The session lasted for nearly an hour. 

The meeting ended at 4.30 PM .
Mr. B.M.Neharkar  was in charge of comparing for the AGM  who did a wonderful job with his fluent  and well commanded Marathi .

BIO PRODUCT SALE PERMISSION PROPOSAL : FILE REJECTION ISSUE

AIM GC meeting was held on 15.05.2013  in Pune . Following very important decisions were taken  :

1. It was decided to arrange AIM delegation meeting with Hon Director and CQC soon in context with refusal of bio product file proposal and also to brief them regards to AIM activities .

The meeting will focus on two important aspects of refusal of proposal  –

FIELD TRIALS at Agriculture Universities and  LABORATORY Installation .  

2. AIM GC has decided to forward the list of 19 members who has contributed to TRIAL DATA SCHEME  to Central Building in above meeting . 

3. All the life members are hereby requested to start contribution in Trial Data Scheme so that their name can also be included in the above list . AIM has also decided  to accept  4 installments of  Rs- 25,000 /- each ( One current dated cheque and rest PDCs till July 2013 ) for member’s benefit .

ANSWER TO BIO PRODUCT SALE PERMISSION FILE REEJECTION LETTER

With respect to the letter received by members , each member should reply to the central building in following manner  -

1. Members not having laboratory set up -  state that we are planning to install the laboratory in short period Request them to give time of 1 year

2 Members not having trial data – state that we are planning to take trials in coming Kharip season and hence request them to give time for minimum 2 years

3 Members who have contributed to AIM TRIAL DATA SCHEME will state that they will install laboratory OR they are having own laboratory set up and that they have actively taken part in association’s trial data scheme which is underway . State them that Hon Commissioner of Agriculture has approved AIM’s role in conducting trials for their members by a letter ( details available on our NOTICE BOARD on website )  Hence request them to give time till its completion.

Following very important steps were initiated .

1. AGRICULTURE UNIVERSITIY MEETINGS:
Since October 2010 , AIM has written thrice to all agriculture universities in Maharashtra regards to field trials . But there was no response from them . In order to take the matter ahead , AIM has decided to meet Director of Research personally . On 17 .12.2012 , first meeting was carried out in Parabhani . Till 18.01.2013 , AIM will meet all DoR in four agriculture universities and submit fresh request letter for field trials through AIM .

2. COMPILATION OF AIM LABORATORY TESTING METHODS AND LAB TESTING
It was decided to compile testing methods of all 19 products which will be given for field trials . The methods will be collected from a member who has maximum authority in that particular product . Sample for lab analysis as well as field trial will also becollected from such member .The sample analysis will be conducted through recognized labs from Mumbai ,Pune , Nashik ,Aurangabad and Nagpur by giving them AIM TEST METHODS .This will enable everyone to know about the actual practical hurdles and suitable modification can be done .

MINUTES OF G.R. COMMITTEE MEETING HELD ON 14.08.2012 AT PUNE Circulation Date: Thu, Aug23, 2012 at 9:57 AM

This is to inform to all AIM members that an important meeting of Bio Product Committee Members as per GR was called in Pune on 14.08.2012 .
The meeting was attended by AIM Association’s  Hon President Mr. Rajkumar Dhurgude Patil , Hon Vice President Mr. Chandan Shah and  Hon  Secretary  Mr. Sameer R Pathare .
The agenda was to discuss the grades of Common products and also other important issues such as Trial Data availability and requirement of laboratory . This was the first GR Committee meeting chaired by Hon Commissioner Shri Umakant Dangat hence he was  briefed about the developments so far in this regards.
In this important meeting , AIM president explained AIM’s stand for regularizing the manufacture and sale process of non registered PGR products for better quality products for farmers . He also stated that AIM is giving 100% contribution and support to government in framing of these standards .
The Hon Commissioner also officially gave clearance for AIM’s efforts of taking trials of products in Agriculture Universities through association and making data available for members . He also ensured that AIM will be offered a letter from commissionerate addressed to Agriculture Universities for speedy follow up and trial process . This was the highlight of this meeting .
The Hon Commissioner also insisted for the availability of own laboratory for manufacturer so that he can have his own quality control . The tie up arrangements were discussed and the issue is still under discussion .
It was also decided to test the products kept on HOLD ar remarked as REJECTED by GC Committee for trials in Agriculture Universities .
It was confirmed that Secondary Nutrient / Soil Conditioner is being already in process of included in FCO in state’s capacity to include new physical mixtures on nutrients .
Certain products such as n- ATCA , Bordo Mixture and Potassium salt of Phosphonic Acid were decided to be omitted from common products as they are already included in Insecticide Act .

MINUTES OF 2ND ANNUAL GENERAL MEETING OF AIM HELD ON 14.07.2012 AT PUNE Circulation Date: Fri, July 20, 2012 at 6:16 AM

The second Annual General  Meeting of  Agro Inputs Mfg Association Of India ( AIM ) was conducted in Pune at Hotel Utsav on 14.07.2012 . The meeting was attended by almost 125 members.
The meeting was presided by AIM ‘s  Hon President Mr. Rajkumar Dhurgude Patil in presence of  Hon Secretary Mr. Sameer Pathare , Hon Treasurer Mr. S. Shisode , Hon Vice Presidents Dr. S. Shirpewar , Mr. Chandan Shah and Hon Joint Secretary Mr. Vaibhav Kashikar.
The Vice President Dr. S. Shirpewar  delivered opening speech and informed members about days proceedings and agenda. He urged members to co-operate AIM GC members in their efforts of streamlining the sale permission process.
The Hon Secretary Mr.Sameer Pathare delivered informative speech elaborating  efforts put in by AIM in last 12  months related to the issue of sale permission, common product finalization and  various meetings with govt officials to speed up the process .  He also announced AIM’s unique SPONSORSHIP scheme for trial data conduction in different agriculture Universities for field trial data.  He also stressed the need to use communication medium such as INTERNET to good effect by members and urged them to make use of AIM’s website for instant communication and other information regards to current developments . 
In his very impressive  Presidential speech, Hon President Mr. Rajkumar Dhurgude Patil  appealed to all members to contribute whole heartedly  as SPONSERERS in AIM’s  new scheme for field trial data . He ensured that the fund will be utilized in very systematic manner to get this vital data for all members . AGENDA REVIEW ON SPONSORSHIP OF TRIAL DATA
(2ND AGM - AIM conducted on 14.07.2012)

Background : 
Govt of Maharashtra brought in a G.R. on 16 th August 2010 regards to sale permission of Non Registered PGR products ( Bio-products ) and announced a committee to regularize the process .
AIM Association was formed soon after the GR was announced and became member of the GR Committee ( as Invitee )
GR Committee with the help of AIM and other members , asked manufacturers to submit a file containing details about themselves and products being manufactured by them .
Each manufacturer was called for presentation before GR Committee and  it was observed that there are many products that are commonly manufactured by many manufacturers .
A list of 31 such product was prepared by AIM with the help of its Technical Committee and submitted to the GR Committee . Also submitted the method of analysis and raw material data .
The files submitted by the manufacturers were rejected in due course of time under unavailability of FIELD TRIAL DATA and / or / both  LABORATORY .
In recent GR Committee meeting on 31.01.2012 , 14 products were given clearance for sale permission process  subject to Field trial Data availability . It was also decided to give tie up permission for laboratory usage .
It has been made very clear that if the theory of Common product comes in reality and sale permission is issued , then field trial data is must . It is also necessary for other special products formulated by manufacturers.
TRIAL DATA SPONSORSHIP SCHEME :
It was proposed to collect a sum of Rs- one Lakh from a willing member as a sponsorship for trial data conduction . AIM  has decided to conduct trial data of 14 products in different universities in India . for that a 4 member technical committee will be formed and a officer on special duty will be appointed .
It was decided to raise 42 Lakhs ( Rs-3 Lakh per trial ) in two months time for trial conduction .
The cost for trial will vary as per product nature as well as on type of crop . The balance fund if any will be utilized in multi location and multi crop  trials  if required in future. It can also be utilized for AIM laboratory set up in future .
The sponsor member will be given the Trial Data of all other products done under this scheme free of cost while other members will have to later on pay charges to get this data . The data will be submitted to the authorities with the list of sponsor members for its validity along with AIM’s authorized letter . The non sponsor members after paying charges per product will also be given authority letter by AIM.
The trial data will be for min two seasons in Agriculture University only . 
The last date of availing Sponsorship benefit is 15 September 2012 . After this date no sponsorships will be accepted . It is on first come first basis only .

Dear ALL ,
We are in receipt of mails and also many phone calls from many members regarding NOTICE received from CENTRAL BUILDING recently .
Please note that after submission of file, every manufacturer received a letter from Central building stating the deficiencies in the file .
The most cited being lack of Agriculture Universities trial reports and also own in house laboratory .
AIM had already conveyed to its members on 23 .06.2011 by marking a mail on AIM NOTICE BOARD about writing them back and the points to cover in that letter .
Many of the members have not replied to that letter . Hence this notice is sent to all such members now .
We are enclosing herewith a specimen letter as well as letter dated 23.06.2011 indicating the points to be covered in your letter . (click to Download)
For lab unavailability ( for members not having their own laboratory ) , you can state that we will soon make arrangements for the same.
Urgently write this letter with apology for delay and submit to the authorities .

MINUTES OF BIO PRODUCT’S G.R. COMMITTEE MEETING HELD ON 31.01.2012  AT PUNE . Circulation Date: Tue, Feb07, 2012 at 09:39 AM

This is to inform to all AIM members that an important meeting of Bio Product Committee Members as per GR was called in Pune on 31.01.2012  
The agenda was to brief honorable Agriculture Commissioner , Maharashtra State , Mr. Dangat Patil to who has recently taken charge , about development in this regards as well as review the work done by the GC Committee till date and   discuss and finalize the grades of Common products .
The honorable agriculture commissioner  was not able to chair the meeting due to visit of principal Secretary , Maharashtra state on the same day in Pune .
The meeting was attended by AIM Association’s  Hon President Mr. Rajkumar Dhurgude Patil and  Hon  Secretary  Mr. Sameer R. Pathare .

In this meeting following points were discussed .
1. All common products were reviewed once again and it was decided to refer some of the products  to State Fertilizer Committee (SFC) first and then to Central Fertilizer Committee ( CFC) for notifying  the grades. After notification by  above authorities , the grades will be finalized and the products will be manufactured as per these grades only .

2. Sale permission to all other bio products acting as fertilizer  ( other than notified  Products ) will be given only after manufacturer submits  field trial data from Agriculture University .   
 
3. No sale permission required for auxiliary products such as Sticking and Spreading agents etc .

4. All the herbal and bio products having insecticidal or fungal activity will be referred to the Central Insecticide Board  ( CIB ) . The CIB will issue directive as per their norms for the manufacture , registration and sale. 

5. Hon Director of Agriculture , Maharashtra gave directives to authorities to call  the meeting of Director of Research of four major Agriculture Universities and VSI , Pune to brief discuss about the GR and the  field trial issue of different products on various crops . It was also decided to issue letter to AIM Association in this regards so that the whole process can speed up . This step was taken due to AIM Association’s  initiative of conducting trials through association and poor response from universities and VSI since October 2010 .  

6. A separate meeting will be held soon to finalize products from common product list for notification of grades to be put in front of SFC.
